You can control the notes color and formatting in the Notes panel directly in Storyline. If you change the color to white, it will update in the player.
Storyline 2 does not have a global way to format notes. The notes tab would need to be formatted from slide to slide. You can always submit a feature request for adding a global setting.

What I'm looking for is a "set it once" global setting, Any ideas?
