I saw a thread from a year or two ago on this and tried all of the suggestions in those threads. It is an SL2 to SL360 conversion. I have the file local, path is less than 256 characters, etc... I am getting an error, "The project file could not be saved. Found invalid data while decoding." If I click OK, the course will open, but, then when I try to save, I get the same error again.

I'm not sure what you've tried yet, but here are some other suggestions:
Open a new project and import the slides from this original file.
Make a copy of the file in File Explorer and give it a slightly different name.
Attempt to upgrade the Storyline 2 backup file again ( project_name - SL2 backup.story ) for a new copy.
