Free form Drag and Drop with limited space

Hi all,

I'm currently working on a free form drag and drop question. There's very limited space on the slide, that's why I put one drag element on each drop area. This is also necessary because the answers need to be shuffled, and I'd only have enough free space to stack them at the side, but this would interfere with the shuffling option for the answers.

I've also activated the setting, that only one drop element per drop area is allowed.

Now here's the issue:
I imagined that this setup would be enough to allow the learner to swap two drop elements with each other, e.g. element1 is on droparea1 and element2 is on droparea2 and when I move element1 to droparea2 element2 is moved to droparea1.
But this only seems to work, when both elements were moved at least once. So not in the initial state, the slide shows up.

How can I achieve the swapping of drop elements even if the elements weren't moved before? Or can I add a trigger which causes all elements to move when the timeline starts, so they get the correct state?

If this is not possible, is there any other way to have shuffled answers within my very limited space?

reorder items is not usable for most normal users, they just can't do it - I would never use it

one possibility - if there is very little space - is the drag&drop feature "Reveal drag items one at a time" and place all drag items at the same place - but the shuffle function does not work with this arrangement (storyline cannot make the elements appear randomly)

some other options, if you really need shuffle
 - split the one question into two:  5 / 5 or 4 / 6 or 6 / 4 steps
 - remove complete graphic in the drag items and make them smaller, you need space for 2x10 items (because of the shuffle, the drag items must not overlap)

drag&drop in storyline is very limited, the badly implemented shuffle feature prevents many things

hints (usability)
 - add a third layer to your submit button - a simple white rectangle (clickability is improving)
 - the numbers should always be visible, even if all items are assigned
