Yes. I tried matching drop down. Here is what I got for the same question (Pictures). One of the issues is how to define answer choices. For, two question choices have same answer targets. However, I am forced to enter separate answer targets for each question choice in graded questions. Do you think that is the first step (defining same answer target to two question choices) in addressing this issue?
As Jeff mentioned, you'll need to have a match assigned to a choice, you can't add extras. Additionally, each of the matches serve as individual answers, so they'll be listed twice in the drop down column and you'd need to choose the "right" one to be correct.

I'm afraid the default functionality requires you to add a correct answer to every option. You cannot add additional items that are not linked.
