Help with Drag and Drop interaction needed

I'm working on a complicated drag and drop interaction and I can't seem to get the final interaction to work.

There are four drag elements and 3 correct responses.

Suspicious 1 = hotspot 1 or hotspot 3 correct

Suspicous 2 = hotspot 1 or hotspot 3 correct

Not Suspicious = hotspot 2 correct

The Not Sure element is a hint and will not produce a correct response.

Each correct response has a custom feedback layer for that situation and all are triggering fine. My problem is that I want the conclusion layer to show only after the learner views all of the correct response feedback layers.

What you'll see in the attached is that I added select states to the close button on each correct response layer and triggers to change the state of each to selected when clicked. I then created a slide trigger Show layer Conclusion when the states of the labels S1, S2 and NS change to drop correct AND conditions for each of the Close 1, Close 2 and Close 3 buttons that they have been selected.

If you remove the Close 1-3 conditions from the slide trigger the Conclusion layer will show, but it shows as soon as the last drop correct state changes. I want to delay this until the last correct feedback layer is viewed. Is there another way besides adding the close button conditions? I tried arranging the order of the state changes on the layers but this didn't help.
