Hosting courses on the Web and sql messages????

Wonder if someone can advise me on the following. Our org has been developing and releasing courses using Articulate Storyline for a couple of years now and we have been hosting these courses on our in-house LMS. However, we are wanting to introduce something and I am not sure how or if it can be done..!

We want to have a course hosted on a webpage/portal not LMS, the user to enter their name/contact details etc, complete the course and once complete for a notification to be sent to our IT dept for access to be generated. This would be for Locum/Agency staff who are not part of the org, but still need trained and access to do their job.

As this is a more technical question about hosting and possible sql messages being captured I am struggeling a bit.

Any help on this would be greatly appreciated.
