If JavaScript fails to execute when running locally, the problem is probably with the Flash Player security settings. A few ways to test and get JS to run locally:
1) Publish to CD. This is probably the easiest method. Running the EXE will make the file run like it does on a server.
2) Add your publish location to the Flash Player Security Settings Manager (Search Google for the location)
The other way to test is to load it up to a Web host or LMS.

Clarification please: Do you want the date and time when you produce the slide, or the date and time that the student is looking at the slide?
Is this what you need?

A while back I had done an example to display date and time in a web object that was placed on the slide master, see here.
