Just go to the Insert tab, click the Video icon and Select Video from File, navigate to your video file and click Open. This will put your video on the timeline. When you publish the file the video will be embedded in the output. You can set the quality of the video (and audio, images) in the Publish settings under Properties > Quality.
I've found that Storyline does a really good job of encoding video and reducing file size while keeping good video quality.
