I have made and published a storyline project (format web). I need to link every "page/slide" in that web (is a kind of a FAQ) and I need to link every section for send it to learners.
On the web, a user launches a Storyline project via the link to the story.html file. That URL remains in their browser while they go through the course. In other words, there aren't separate URLs/links for each slide.
You can include the built-in Menu or a custom one to allow users to access any slide or section after they launch the project.
Personally, I think sending 1 link is better than sending a big batch of links anyway. After all, it's easier to bookmark one link than a whole batch.
Like Judy says, I don't know if you want to do that much work to be able to link to each slide, especially if you are creating links in one SL project to another.
