i mean what if i don't want to load it via web object. can i develop the slides in storyline ande create the flipbook effect through some script , post publish surgery, etc ?
if i load it via web object, i think i don't have control over the slides. meaning i can't show every slides / page on the menu.

Add it into a html page and insert as a web object
for that i need to insert a web object on every slide.i want to create a book style template in SL2 and want that page turn effect on every slide.
A web object is the only way to bring this in.

It may not be a true page turning effect as you're looking for, but have you seen the template that Allison shared here?
