Are you following the steps here to insert Flash files? When you view the published output, are you viewing within the intended environment as described here?
I see it's inserted, but I don't actually see it previewing in the slide either - so I'd like to see if you could share just the .swf file so that I could test that and then insert it into a Storyline course.
Thanks for sharing the .swf file here. I placed it on a dark colored background and then i could see the white text scrolling across. I don't know much about creating Flash files, so I'm not sure how you set this up as I can see that it's set to Black background in the .swf file itself. But, I published this updated copy of your course here to my Articulate Online account to confirm it worked while viewing the published output.

Hi Ashley, yes I've used the insert flash files guidance and have uploaded it on our LMS but it still doesn't show.

You may also want to review the Flash best practices here. You could also try inserting it as a video, since it doesn't seem to require any interaction.
