This is a good question. Technically a timer on a course or a quiz within a course isn't accessible because people with learning or cognitive disabilities may not be able to complete the quiz in that amount of time. You'd want to either skip the timer completely, or give the learner a way to add more time to it. Timers can work well for compliance-type courses when a user HAS to finish a quiz in a certain amount of time due to regulatory reasons, but otherwise, I'd suggest letting your learners have all the time they need as individuals. :)
