There isn't anything within Storyline to limit the number of users, but if you've already investigated Scorm Cloud you may also want to look into Articulate Online. You can use that link to sign up for a free 30 day trial.
If that's not what you're looking for, please let us know and possible other community members can recommend other LMS options.
Many thanks for your reply. I will look into articulate online but not sure if it provide similar features as Scormcloud? like dispatch, controlling the no of users etc
It's similar to SCORM Cloud in terms of LMS features, but I'm not incredibly familiar with SCORM Cloud's pricing structure so figured it was worth sharing another option I knew of. Articulate Online does allow you to restrict who can view your courses - either to a specific group, or even as a public link. I'm not sure what you're describing about "dispatch" but if you could share a bit more information we can point you in the right direction if it's something Articulate Online offers.

I think Wordpress and Learndash allow this but you will need an LRS
