Looking for a Storyline developer/partner

Hi, my company is in the process of figuring out who can help us build a course, possibly in Storyline. We've talked to some more custom development shops, but their solutions/process while pretty awesome are out of our budget range.
We have content writers (script-development) on our team, but lack in the content creation/storyboarding/making stuff engaging side of things. We are not necessarily looking for gamification (leaderboard type stuff) other than maybe some simple completion type badges/certificates. Multiple different branching type scenarios would be something we are interested in as well.
We are a k12 company and our audience would be teachers.
Any help would be appreciated.
Also, does anyone have a general idea of Storyline development cost/minute?

Articulate does not have certificates of completion or badges.

Sounds like you may be asking about certification with the software? I think there are 3rd party groups that have something similar and this thread may be of some assistance.
