Neural Voices in Storyline and Data Integrity

Are the new neural voices in Storyline added with update v3.80.30988.0. generated in app or through a cloud NTTS application? In other words, if we enter text to convert to neural speech, is it sent or stored anywhere outside the local application?

As a follow-up or to expand on this question, Storyline will not allow the user to access this feature at all when offline which may indicate it is a cloud NTTS application. The important question is still open, does this send the information you type outside your local machine to the networked application?
