Yes. You can change the state of the Next (and Previous, if you wish) button by setting up a Trigger. See screenshot below. Best practice is to Disable it, not Hide it.
You can enable the button(s) by using a Trigger to change the state to Normal. It can be triggered by a Cue Point (screenshot below), a specific time setting (screenshot below), or any other triggering event (learner clicks something, hovers over something, animation ends, etc.)
There is a school of thought that advocates hiding non-functioning navigational tools. Much less frustration on the learners part, and as we all know, frustration is a huge impediment to learning.
