In one of frames, the learner needs to click each icon/button to view the pop up text. I am able to view the pop ups but not able to enable the NEXT button.

Strangely enough, I was able to open your SL 2 project with 360, but not SL2.
Anyway, this is the problem:
The Next button is on a different layer, and no layer has access to objects on other layers. Fortunately, you are setting a variable, and restarting the Next_Back layer, so all you need for it to work is this trigger on the Next_Back layer.:
