Not possible with the built-in buttons in the current version. Couple of ways to place an indicator. One is by showing a shape on the slide near the next button to indicate it's ready. Another is by removing the built-in buttons and providing your own either on the master slide or on the slide itself.
Here's a screenshot of a recent course I framed up using custom navigation controls. In the first shot, you'll see the next is visibly (and functionaly) disabled. In the second shot, the instructions are followed and the next button is activated.
I created a video tutorial a while back that doesn't cause the Next button to blink, but it DOES create a visual prompt for Learners...in case you're interested.
