non-linear navigation but want to assure completion of modules

I have designed a 3 hour course with 3 Modules and want learners to have non-linear access to all elements, but client wants to be sure that learners go through all the content. Is there a way to design for both these design requirements?  Unfortunately, client's LMS is non-Scorm compliant so those metrics are unavailable. Is there a way to produce page visit data in report form that would be automatically sent to course owner when learner exits the course?  Just to make things more interesting, the final test is administered by a different program external to Storyline... I'm just programming the launch link.  Any guidance this community can provide will be appreciated.

Hard one. But this is how i would do it. 
First i have a starting slide where i have four object. 
a-c) A button to each of the 3 modules
d) a hidden button linked to the final test. 

One each modules i use some variables to ensure that the modules are visited and so on. 
After each module the user will return to the startingslide and get a visible sign saying that this module are visited. When ALL 3 modules are visited you trigger a variable that makes the button for the final test visible (i here assuming the test are on some external website so the button is basically Go to URL when user click).
