Is this a new development for you since the launch of ELH2 or just today? I haven't run into any issues downloading files this past week or today for that matter. What browser are you using to open the files? Do you see them also appear in your Downloads folder on your hard drive?
SL2 files are a bit different format and some server / browser combinations could interpret the files as a zip. Right-click and save as might do the trick to save the file correctly.
