How are quizzes set up to prevent learners from advancing through the quiz UNLESS they select the correct answer? It seems that "continue" automatically allows advancing to the next slide.

The Continue buttons (if you are using the built-in set up) are located on the Incorrect and Correct layers. The user only sees the Incorrect layer after they have exhausted their allotted number of attempts. So set the number of attempts to unlimited, and they will only see the retry option, until they get the correct answer.
Of course, if you are using a custom arrangement, Ali is right. Attaching your .story file is the best way to get help that is specific to your problem.
