Does it have to be personalised with the learner's name/date/details etc? If so there are a few ways to achieve this.
If you just need a generic 'well done on completing the course' type certificate I would create a PDF certificate and link to it from a slide that is only accessible once the learner has reached the necessary requirements to complete the module
it is a request that has featured quite often on the forums. This was something that I needed to achieve a few months ago. I used an example using JavaScript posted previously on the forum.
