The problem with syncing a video that's not actually in your project, but an external video, is that the time for that video isn't tied to anything in Storyline. Storyline is using the code to load the video from the server you've specified.
The only way I can see this happening is to manually align text in the timeline at points where you know certain topics come up in the video. This may or may not work well, however, depending how the video loads, etc. For example, if the server hosting the video is having trouble or high traffic, the video could load slowly. If that happens, the timing may be off.
If you have permission from the person who originally posted the video, it might be a better idea to get an original copy and insert that, or create a screen recording - single video - of it and insert that into your slide. Again, though, make sure you have permission to do so.
