Question about Multiple Selections

I have a quiz question that requires 3 correct selections out of 5 possible. I want a submit button that I created to pop up when any 3 have been selected but be hidden when ANY other amount has been selected.
I have successfully made it so that the submit button pops up (layer becomes visible) when three have been selected, using values. Then I made it so the submit button disappears when 4 or more have been selected. But I can't seem to make it reappear again once the learner eliminates the extra selection(s) and the correct amount has been selected again.
Any ideas are welcome, thanks in advance!
I threw together a quick slide to show you what I am trying to do, you will see the submit button appear then disappear, but then never return.

See attached a revised file that hopefully does what you want. By the way, there is no need for the Submit to be on a layer, you can just have the button on the baselayer and change its state between Normal and Hidden, depending on the variable.
