Quiz Reset ??

In our courses, the participant must pass a series of quizzes to the pass the course. If they fail a quiz they must retake the quiz. I have this part working fine. My manager wants the quiz to reset so they get different questions from the question pool. It appears to me that when I fail and retake the quiz the questions are the same even though I have them set to shuffle. Is there a setting I'm missing or is Storyline unable to shuffle the questions if someone retakes the quiz?
