Reset to initial state is NOT working in layers with hot spots and animation

I am trying to create a slide with layers that have animations, hot spots, and fading on text boxes. I've done it multiple ways but have narrowed down to two. 1. with .gifs and 2. with .mp4's

The gifs play nicer (no pops at the beginning). The first time one clicks to go to a layer, it plays as intended, but there is a problem when revisiting the layers, the text box fade animations no longer work. It's as if it refuses to play the text fade animation from the beginning (a.k.a. reset to the initial state). Strangely, the gif animations do play back correctly on a revisit. (odd?)

The .mp4's have the same playback problem as the text boxes (neither reset to the initial state), so I thought I would just be OK with everything just popping on, on a revisit (no animation) ... but, the animation of the .mp4's don't play nicely. It's as if the last frame of the animation shows for a split second before starting the animation from the beginning. This creates an annoying pop. 

Hard to describe what is going on so I've attached the file.

If someone, anyone, has the secret to making the animation work in this project on a revisit, I would be SUPER grateful!
