Hi there, Universal Learning. It's true that you can't use the URL to choose where to start your course. As you progress through a course that's hosted on the web, you'll see that the URL never changes in the address bar.
Do you need an alternative to working with the Resume feature? Learners can pick up where they left off when that feature is turned on.

It's not currently possible within Storyline to set the url up to a specific slide, but you're welcome to submit a feature request here.
You can use the Resume feature to return to the last visited slide when returning to the course.

You can also choose the starting scene in Storyline.
