Do I then need to use an LMSGetValue() in order to retrieve the value when the learner comes back to this resource a month later? Or will quiz populate itself with the prior data automatically?
The method you mentioned is more designed to report on a variable as a part of the quiz results. If you're thinking more along the lines of a variable such as a text entry (say the user has to enter their name) and throughout the course, then the user can be referred to by name (Hi %Usernamevariable%) that information will stay within the course as long as you have the course set to Resume always - if you prompt the user to resume and they select No, everything will be reset.
If you're looking to do something a bit different, possibly you could offer a bit more explanation of what you'd like to set up.
