What type of game do you want to create for educational entertainment (edutainment)? For Rapid Game software, I can recommend Construct 3. I have tried SCORMing Construct published files with a Quiz and I have successfully saved the score into LMS.
For the most part you can build serious games with Storyline. However, it does require a more advanced understanding of the features, especially working with variables.
There are some demos/prototype people have built in the community. Heroland comes to mind and Sodexho did one where you had to navigate a property. You can probably find them via search.
Obviously the complexity of what you build depends on what you need to build and how much you put into it. But, for the most part you should be able to build some serious games. There is also a difference between the game that is build and the platform that manages it. For example, the Game Learn link is more platform that manages the game. But what you see isn't created in there. In fact, one of their videos shows the complexity of the game construction.
Generally speaking, the bigger challenge is in the story and game elements and then what type of budget and resources you have to create a rich and immersive experience. Constructing it with software is a matter of converting those ideas to something tangible. As far as Storyline, you can create some pretty sophisticated courses, but it all depends on what you need and what you can spend in resources.

Construct 3 not bad but i need something for corporate training solutions, thus educational rather than mobile video games.
