Slide transition - lock or exclude background?

When adding slide transitions, the background also moves as well. Even if the background is in the slide master.

Is it possible to not have the background transition and remain static?  See the image below.

I'm trying to create a flash card type animation and could probably fake it w/ vars and extra slide layers, but I really don't want to do that for these.
