Snakes and Ladders Game: How To?

Hey guys, I've recently been working on a health and safety course based around Working at Height. At the end we have placed in a snakes and ladders game... called ladders and ladders. Instead of snakes, the board has incorrectly prepared ladders to fall down, as much of the course is based around correct ladder use.

The basis is upon correct completion of a question, your 'counter' moves. I've been toying with the idea of doing it similar to how Tipping Point works on ITV. 3 difficulties. The harder the question, the further you can move your counter. Or, it could be for every correct answer, you roll the dice.  The only danger of this is the course is not all that long. Theoretically I would have to think of at least 50 questions, and the course simply does not have enough info for that.

Any suggestions about building this game? :)

Here's what I've worked on so far. All the buttons are there as testers, and the variable shown in the bottom is the current position of the counter. I can get the counter to move the correct distance per button, but can't quite manage to get the ladders to work.

I COULD do something where a "Go Up" button appears when you reach the base of an up ladder, but that's a bit of a crude way to build the game. Take a look people, see what you think.
