Start/Stop Button Wheel

I know there are a lot of posts about this, however, I can't seem to find one that's helping me fix my current rabbit hole I've dove down. I'm very new to Articulate and am trying to make a wheel that spins when the user clicks the "spin" button in the center. That same button then turns into a "stop button" when the wheel is moving and the quadrants highlight the possible selections as the wheel spins.
Then, when the user clicks "stop" a quadrant is highlighted and eventually I'll figure out how I want them to get to that part of the learning but I can't even get this wheel working properly so one thing at a time! :)
I'm running into a few issues:
1) When I hit spin, the "stop button" appears but doesn't work and nothing stops.
2) When I change things around, it starts and stops but won't start again and then the "stop button" doesn't appear. (I used another layer when I tried that one, not sure if that was the proper way to handle. It worked but created a new problem.)
Any help would be much appreciated.

Have a look at the attached and see if that would work for you. I simplified the setup, by toggling a TrueFalse variable. Based on that variable change, I change the state of the Spin/Stop button and pause/resume the layer's timeline.
This is great, thank you so much! I saw you do that in another post with motion paths and didn't even think to do it with dials. Now for the other task of how to reveal the information once the dial "selects" something. Wish me luck!
There are a few ways to display the additional info. See attached a quick example where I 'enabled' layer 1 info. Hope that helps.
