We provide e-learning compliance solutions to various states. The problem we have is that each state may have different regulations regarding how the course is delivered (timed or not timed), varying number of exam questions, 1 page of text out of 50 pages that is required to have different text, question timing or not, etc... Does Storyline or any other product provide support for these varying types of attributes with a single course source file?
Storyline would not be able to provide all of the options you need in one course such as timing and how the course is delivered, but you could share different content by setting up a branched scenario where the user selects the state they're in at the beginning and based on that they are then branched to a particular scene with the appropriate content.
