Storyline 360: Issue with moving ahead while limiting attempts for each question

I think my long title is pretty much explanatory.

My requirement is that:

1. I want each question to have 3 attempts. At the third wrong attempt, the correct answer should show up.

2. I have added feedback in Correct, Incorrect and Try Again layers. I am assuming that for the first 2 wrong attempts, the Try Again layer should be shown and the third attempt will show the Incorrect layer with the feedback and correct answer (I have added the content there)

But it does not work. At my third attempt, I get stuck. Neither the incorrect layer shows up nor does it proceed to the next slide (I have given a trigger on the continue button on the incorrect layer to hide layer and jump to next slide). I do not want previous and next buttons on the quiz slide.

Am I doing something wrong?
