You can't publish to just HTML5. However, you can have the LMS point directly to the index_lms_html5.html file instead of the index_lms.html file. This will launch the HTML5 version of the course every time regardless of the device.
Thanks. Low priority feature request, but a checkbox to enable / disable flash would make publishing a manifest that points to HTML5 so much easier and reliable.

How are you tracking completion? Are you viewing in a supported environment as detailed here?
You also mention LMS, so I'm curious if you are able to replicate the behavior in SCORM Cloud or is the issue limited to your LMS?

Hi Leslie! I was a little confused by Brian's solution though. Is he recommending only uploading the .html file? Because when publishing to an LMS how would we track completion with just the file? If there's a way to point to a specific file within the zipped content I would love to know how!

You're sharing a URL with your users now to take the course, right? It's probably the index_lms.html file. If you are publishing to allow HTML5 as well, then you could potentially point your users to index_lms_html5.html file instead of the index_lms.html file is what he was explaining.
If you would like to compare, we recommend uploading your content to SCORM Cloud. This will help determine issues within the course (if you can replicate in SCORM Cloud) or the LMS.
Hi Leslie! Thank you so much for your quick reply on this, it's much appreciated! We aren't sending out links, as of right now the modules are pulled content so they go into a catalog in our LMS to enroll into modules. How would I point someone to a specific file in that scenario?

can you rename the two files
index_lms is remaned to "Old_index_lms" and the html 5 "index_lms_html5" is remaned to "index_lms".
