There is an Essay question type in Storyline. Depending on your set up, you would have to work out a way (LMS? email? Google docs?) to get the 'answer' to the tutor.
The essay responses themselves are stored in a text variable and then if you're hosting your course on a Learning Management System (LMS) and using a results slide as your tracking method we'll send the users answer to the LMS as a part of all the quiz data sent. It'll be up to the LMS to read that data and present it within the report.

What actually happens to the essay material when the user clicks the submit button? Where does the data go?

It depends on where you're hosting the course.
