The trigger that shows the Submit answer layer only runs when the timeline starts. You could put a trigger that shows the Submit answer layer on the Try Again layer.
That trigger could replace the one to hide the Try Again layer. However, you'd also need to set the layers' properties so they hide other layers.
Another option would be to put your Submit button on the base, and then cover it on each of the layers. For example, just put a shape over it that matches the background color of the base.

On the Try Again layer, I have added a show layer trigger for Submit Answer (when the user clicks on the try again button).
This has worked.
