It looks like you've uploaded the content to Google Drive. Google stopped allowing web pages to be hosted in Google Drive back in August 2016. You can see our documentation and additional suggestions here.

Thank you, Lidiya. I am unable to open this file even after adjusting .rar to .story, which is the file type needed to use the file within Storyline. 

Do you have access to another webserver to host your content? For instance, Tempshare is one we use for testing. Does the content work as expected when you upload the .zip file there? If so, you'll just need to find a web hosting solution other than Google Drive.

To answer your first question, we typically make no adjustments and publish the course as it is sent to us. I confirmed that your .story file above was set to only publish the second scene:

I adjusted the setting to publish the entire course and experienced the same issue you shared in your published link.

I imported your slides into a new project and it seems to be working now, so I'd recommend that approach. You may need to adjust player settings.
