What is the stacking order on the timeline and in the tabbing order when you build a slide in storyline? Is it the first item you create (header) on the top of the timeline or on the bottom of the timeline? Same question for the tabbing order.

Yes, and new creations go on top, which is also the visual stacking order on the slide.
