I have been researching this issue for a while now and have not been able to find a suitable answer for my client. We are updating an existing course for a government agency and, for the course to pass their 508 compliancy, the course must have "tooltips" that appear when users hover over the player buttons (i.e. play, pause, restart, time, etc). How do I do this? Do I need to recreate the course with a custom player? Is that the only way to move forward?

There is no way to add tooltips to the player. As far as I am aware tooltips are not a requirement for 508 compliance. In fact tooltips are a nightmare for for accessibility as they rarely have focus and do not work with tablets or touch screens.
