Number of slides viewed is counted based on the user watching the slides until timeline ends for each slide? or counted based on the user visiting the slide and going to the next slide even before the timeline ends?
A slide is considered "viewed" as soon as a user enters that slide and the timeline begins. The user does not need to finish a video or complete interactions for the slide to be considered "viewed".
I seem to be having the same problem. My current SCORM, see attached, is published based on number of slides viewed. However, there is a poll question interaction within this lesson. The lesson does not complete if the users only viewed each slide. It only marks as completed if the user submits an interaction on the poll question slide.
I'm happy to lend a hand. Would you also mind sharing the original (unpublished) Storyline project with me? That way I can open it and take a look inside.

Thanks for letting us take a look at your project. It's set to track by 13 out of 13 slides viewed, so your poll slide counts towards that 13. If you don't want to require learners to visit it you could set it to 12 out of 13.
