Anyone face this problem. I have create a picture button in other scene and link to a PDF using trigger function. It could not work, the PDF could not lauch after it was publish to html. But if the same thing is place in starting scene, it could not work also. Anyone have solution for this? I need to solve this urgently. Thanks.
First, it sounds like you're viewing the published HTML file and not viewing the course after it's been uploaded to a web server or LMS, is that right? It may be best to upload the content before testing it.
If you view published Storyline content on your local hard drive or send it to someone else to view on their local hard drive, you'll encounter security restrictions from the computer, web browser, Flash Player, and network that'll cause various features of your content to fail.
To properly test your published content and share it with others, upload it to the environment for which it was published. Please review the following article for details:
If you don't have access to a web server or LMS, you can try publishing the course for CD as mentioned in the article above, or try out Articulate Online.

Thanks for reply. Yes, you right, I publish to html and view directly without uploading to webserver. I have try to publish to CD and it work.
I would ask the user to put to webserver to test it out. Thanks....
