Trouble with free form drag-and-drop multiple targets

Hi all!!

I am having difficulties getting a free form drag-and-drop to work.  I have 9 drag items; 8 of those 9 can be placed on multiple targets to be considered correct (e.g. drag item Drag1A can be dropped on either Drop1A or Drop1B, Drag2A on either Drop2A or Drop2B and so on).

I thought I had all variables, object triggers, and slide triggers set up appropriately, but I am not able to submit the correct interaction (i.e. even though the items are placed in the correct locations, hitting submit still displays the "incorrect"  feedback. 

Is there a variable/drag-drop ninja that would be able to view a sample slide to determine what the problem is?

Kevin - 

Please reference the attached key.    The learners are supposed to rearrange the clearance markers, following guidelines that lower clearance (ie new markdowns, 40%) stay towards the front and the left of the clearance block, and higher clearance flow back right.

The floor plan shouldn't be the drop target; I tried, instead, to place rectangles (with no fill or outline) over the fixtures that should serve as the drop targets.
