Unlocking final exam in restricted course

My course is restricted. The table of contents shows the locked symbol next to each question and does not allow user to click on previous questions so they can go back and change an answer. It DOES allow them to use the “next/previous” buttons. But, if they want to go back twenty questions, they need to click the back button twenty times. Is there a way to allow them to use the table of contents to return to previously answered questions?

It sounds like you selected Locked navigation. That prevents the learner from clicking the Menu to jump to any slide, even previously viewed slides. 

Restricted navigation prevents the learner from clicking the Menu to advance. But it allows them to click the Menu to return to any previously viewed slide.

Restricted navigation should allow folks to use the Menu to return to any previously viewed slide. If it's not doing that, I'd call that "unexpected behavior." It's possible the file was somehow corrupted. 

You could try creating a new file with the same Design set up, and then importing all the slides from your current file.
