I do some rough story boarding in PPT when brainstorming a new course and would like to access our Character bundle assets outside of Storyline - Is this possible/where can I find them?
You won't be able to insert them into Powerpoint as you insert them into Storyline - and technically licensing of the character packs permits use only with Articulate products, but since it's for storyboarding you could use the method as described here for inserting them into Presenter 09 since they're not natively supported.
Interesting, must confess to not having read the licencing for the characters, are you able to make modifications to them in other programs (i.e. photoshop)?

Yes, you're free to modify characters to suit your needs.
I believe (and I haven't read the entire licensing agreement myself, nor do I have any expertise in legal language) that it's designed that way so that you couldn't use the characters in another software or for publishing outside of an Articulate course.
