Variables not working

Hi,
I am trying to set up some variables to control the way in which learners progress through my course. It seems to work fine when it relies on the timeline coming to an end but not when it relies on state changes.
I have attached the file so you can see what I am trying to do. At the moment I am struck with slide 3 and 4 where learners need to view several layers before the slide should allow them to move forward.
Any ideas would be really appreciated

Hide the next/forward button when the base layer slide starts.
Have a variable that increments by one every time a layer is viewed.
Change state of the next/forward button to normal when the variable counting the slide layers reaches the number required to allow the learner to progress.
Edit: added a quick example onto slide 3. You'll see the red number in the top left of the slide used for testing purposes to show the variable value changing as each of the 3 slide layers are visited. When the value = 3 the next button changes from disabled to normal.
Thanks Darren, that seems to work, I've not used the number variables before but that seems like a good approach that will work in a few places better than what I have been doing. Cheets for the help, much appreciated.
