Video Player and Slide Timeline

I'm creating a course with only one slide in it. On the slide is a video that plays when the slide starts. Normally, for just a single video, I'd use Camtasia to publish the SCORM package, but for some reason, my LMS isn't liking it.

I know that I can put a hotspot or transparent object over the video to keep the learner from interacting with it or pausing it, but there are a couple of features in the video player controls that I would like the learner to be able to access (full screen, PiP, and playback speed).

I want the course to complete when they have viewed ~ 90% of the video. The only way I can see to do this is to put a trigger tied to a cue point or time on the SLIDE.  

The problem with this is if the learner pauses the video using the video controls, the slide timeline continues. They could have the video paused the whole time, and the trigger would still activate when the slide timeline hits the designated point.

Is there any way to tie the video timeline to the slide timeline, so that when the user stops the video, the slide timeline stops?

Alternatively, is there a way to tie the completion trigger to 90% viewed, instead of when the media completes?
