 If you want learners to go through the course, you will need to publish it, either for the web, or for LMS, depending on where it is going to be. To be successful, you have to upload the entire published folder, not just a single file. Then link your users to story.html, or somehow direct their browser to that file.

There are so many options. I use Amazon's S3 for a file server, and filezilla to upload to it. Both free and reliable, but you may have other needs.  Or, after you publish, there is a dialog box with an option for ftp. Ftp is a protocol for transferring files that you may be able to use to upload to a server.

The overall picture is that you need to be able to save files on a server that has access to the internet. Then your learners use a browser to open the story.html file. after that, everything consists of web pages, with the links and interactions all built-in. If the learner has access to the subfolders and files on the server, they can complete the course.
