I've seen your contribution on a wheel/pie animation today, from a couple of years ago. I'm experiencing the exact same issue as your screener above, but in preview slide in Storyline 3.
In the .story I've uploaded, sample 1 has a pie set at 90%, with a wheel animation set at 3.00 seconds. As you'll see, the wheel works perfectly, as long as the pie size is set to a larger size than the size I have in sample 2. Sample 2 has three pie images a different sizes, and when previewed, they the first pie wheels in the middle, the second pie works okay, the 3rd pie starts near the middle. In sample 1, when the pie is adjusted to below 3/4, it misbehaves. When the pie is above 3/4, it works fine. You can test this with sample 1 (blue).
In my case, I have 2 pies changing states when the timeline reaches (each pie has been copied and pasted into its state, so animation can be added, fyi. It doesn't seem to matter, though, as sample 1 is animated in normal state.
It seems this is a bug and a report from over 2 years ago has already been made. Is there either a workaround, or when will this be fixed?

Thanks for reaching out and sharing that you're running into a similar issue in Storyline 3. We do have this reported there as well.
I wanted to share some information on how we define bugs and how we tackle them when they occur.
The only possible workaround that I've found is to animate the larger pieces, but I see that you have multiple smaller pieces so this may not work well for you.
I've updated the report we have filed to include this conversation as we continue to track user impact and so we can update you here when we can.

I was not inquire about a bug. I asked about the current state of the build-in animation in relation to the demise of the Flash support. Looks like most of the animations are not working in most browsers even in the Articulate Review.
Thanks for the clarification! Articulate 360 and Storyline 3 were architected without Flash dependencies, including animation elements, so these apps will continue to work when Adobe discontinues Flash. This article below shares more on that:

Are you publishing/viewing in HTML5? Some animations, incl. Wheel, are not supported in HTML5.

It does seem to be specific to the Flash vs. HTML5 output as Michael indicated above. We have some documentation here.
Storyline 2 preview is the Flash version, which is why it was working for you there vs. publish. I'll get this filed for Storyline 2 as well.
