Where to buy off-the-shelf e-learning courses SCORM files.

I am not sure you can find scorm files to buy.

I have seen rental scorm files hosted by their editors on their own LMS. So to use them you must add  a link from your  LMS to the  LMS hosting the rental scorm. It is transparent for your learners.

I know this post is old and that I'm late to the party! Have you checked out Rapid Course? Rapid Course is an Off-The-Shelf content provider. And here's the cool part...you actually get the Storyline files!! That way, it's off-the-shelf, yet customizable using your skills in Storyline!! Then you can publish any way you'd like!
